Public spending on education was 5.0% of GDP in 2005. There are seven years of compulsory education starting at age six. Net enrolment ratios are 76% for primary and 4% for secondary, and gross enrolment ratio for all levels combined 55% (2006). The pupil-teacher ratio for primary is 67:1 and for secondary 36:1 (2005). The school year starts in January.

About 1.5% of the relevant age group is enrolled in tertiary education (2005). Tertiary education is provided at the Eduardo Mondlane University (in Maputo), the Education University (Maputo, and branches in Beira and Nampula) and the Higher Institute for International Relations (Maputo). Private tertiary institutions include the Higher Polytechnic and University Institute (Maputo, and a branch in Quelimane), the Catholic University (Beira) and the Higher Institute for Science and Technology of Mozambique (Maputo). Illiteracy among people aged 15-24 is 47.1% (2006).

Mozambique is one of the 35 countries implementing the UNESCO Literacy Initiative for Empowerment, a ten-year initiative aimed at achieving the goals of the United Nations Literacy Decade (2003-2012).
